Yes this is what i was proposing.

I was not proposing releasing 0.22 yet!
Nothing more than creating the 0.22 branch for ongoing stabilisation
efforts. The release 0.22 will happen down the track off this branch and
in the meantime we can say 0.22 release candidates are available only
via svn co http://subversion.tigris.org/svn/scarab/branches/0.22

This is all pretty standard according to

and
http://producingoss.com/en/stabilizing-a-release.html

I can make this branch in a few days if nobody objects.
