new Scarab design proposal

Hi, i have just added the GUI-design proposal for our own company issue
tracker to issue

I have explained a bit what we did and how things are related to the current
Scarab layout.
If you like what you see, we can donate this layout as a first " modern
skin" (the final name has not yet been choosen)

BTW: I am working on setting up a clean infrastructure for a very easy going
skin support based on css-stylesheets. I will rework the css-classes we are
currently using and make css creation much easier for new skins. But i won't
go so far and add support for much more, so currently the overall
interaction-design of Scarab will not be changed and certainly will not
become skin-dependent.
