Merge in Revision 10854

Hi,

I merged the current sources from 0.22 branch back into trunk. I hope=20
you confirm this commit. A major bugfix.

One important note:
In 0.22 there is a new permission for role requests. Hence at least one=20
database update by "upgrade-0.22-add-new-permissions.sql" is necessary=20
before using any older database.
