Hussayn,
 as Andreas pointed out on the users' list there some work in this
commit that affects the schema.
 It works for a database upgrade, see changes to=20
  src/sql/scarab.id-table-init.sql
  src/sql/upgrade-0.23-notification.sql

But not for a fresh database, no mention of SCARAB_NOTIFICATION_RULE in=20
 src/schema/scarab-schema.xml
 src/sql/prepare-dummy-tables.sql

have you the time to look into this?
I took a look but there is also default data that looks necessary to
insert...

this fault seems to exist in the 0.22 branch as well.
