I am with Jorge, too, and I think it is a problem to represent new 
developments on the user list before committing them, because then there 
will be a second dev-list. But maybe you can change the description for 
the user list: "For support questions only" or something, so that every 
"user" see which list he or she has to join, and make the dev list more 
attractive for "users".
