Just use the commons-email-0.1-dev.jar in 0.20 to replace the commons-email-1.0-rc5-patched.jar in b21 will solve SCB2304.

You may check the users email threads.

Dare I add anyway that no release will be good enough for me until 
SCB2304 is fixed ?

This very problem in b21 was one of the reasons the company I work for 
drops Scarab and bought JIRA, because the notification emails look like 
crap and they don't like to show that to our customers :-(
OK I'm a Scarab committer but I must confess I've spent quite a lot of 
time reading that part of the code several months ago, and could not 
find what's going wrong (I've even considered this could be an 
encoding-related bug in commons-email or so). So I just hope there's 
someone smarter than me in the gang who will be able to sort it out and 
fix it.
