  "When you look at the left side navigation bar, you find it is changing all the time.
As soon as you enter a new issue, a new entry appears in the navigation bar, so you
can quickly create a new issue of the same type. 

I do not think, that this dynamic change in the navigation adds to usability. It is highly
irritating and it is not complete. On the other hand an issue tracker is there to perform
some very basic main tasks:

# creating issues
# Viewing issues
# maintaining issues

So IMHO we should make the creation and accessibility of issues as easy as possible.
Hence i highly opt for putting all available issue types (where user has create permission)
into the left navigation bar.

Furthermore i want to rearrange the navigation bar for better usability. I think, that
queries, templates, reports, notifications deserve an extra "tool-group". I want to separate
these funtions from the issue creating funtions.
