  "In this case csv means just a string containing a comma-separated list of items.

It is used if an issue has multiple values assigned for a single attribute.
In this case the values are rendered as a comma-separated list. 
Right now this is only the case for user-attributes.

As for the date-formatting I agree. This should be encapsulated in AttributeValue."
