I have now added some more experimental ideas to be improved yet.
Currently i have a working solution where one of the public queries
of a module can be marked as "startpage". 

In detail: 

I have removed the somewhat fuzzy apporach, where Scarab constantly redefined 
the user home page depending on what functionality was called by the user.

Effectively i have temporarily completely removed the user specific start page.
For now there is only one startpage per module. If no public query was selected
as module start page, Scarab will fallback to the standard home page, which is just
an empty page telling "no more queries available" or something alike.

I am currently working on a refinement where each user can select his/her own 
startpage, but still reduced to selection of public/private queries only.

If that proves feasible, i will continue adding more possibilities for startpage selections.
