    "Sometimes it may be very usefull to have dynamic control over issue edit permissions.
i.e.: If an issue has been closed, it may no longer be reopened by "normal" users.
This constraint may be relevant in an environment where it must be guaranteed
that an issue may never be touched after it was resolved.
Since Scarab does not "know" about status, this feature should be implemented
through the workflow and conditions ("issue read only when status==resolved)"
