The attribute description is not "currently only used as a documentation element", but it is shown as part of the attribute header section when adding/removing an attribute option for an attribute (of an issue type of a module).
Go to Admin-ManageCurrentModule-ManageIssueTypes-{SelectIssueType}-{SelectAttributeGroup}-{SelectAttribute} and below the "Name" of the Attribute, its description is displayed.
So maybe having this "hint: ..." printed here is not desired, looks strange/?-) to the user, ... 

Another idea maybe to show it (simply) always as a tooltip for the attributes header.
