"Scarab can be configured to take care about "sealed" issues. A sealed issue is an issue which has reached its end of life time and is kept only as historical reference. Typically sealed issues are associated to the status attribute and to uits value "closed". However an administrator might need to add some administrative work to selaed issues. In order to keep the nm from sending out notifications for sealed issues, the current implementation of the NotificationManager simply checked if an issue IS sealed and if so, it does not send any email notifications to associated users.
But this is wrong. It should at least send an email when the issue "is set to the sealed state". Hence we need to check if the current notification contains a transition from anywhere to sealed. In that case the notification must be sent (as the last notification on that issue ever)."
