"xdoc:transform" is currently not a supported build goal, this was for Maven 1.x only. The mentioned README is therefore out of date, but we are on the way to fix this.

Currently, for the new Maven documentation build, you have to create the build.properties for your Scarab installation and to call "mvn initialize site".
