Do you see these files being copied from their original path into WEB-INF/
attachments (or whatever you have scarab.attachment.repository set to) ?

I just started working on getting attachments working with the jira 
importing last night so hopefully we can scratch each others backs 
here :-)
One problem i encountered was that WEB-INF/attachments didn't even exist 
and i had to create it.
