User attribute properties

I am setting up a system with the b21 stable release, and want to add a
new email user attribute, in addtion to the 2 standard assingto and
assigncc, I wanted to create a verifyto, so that people know that a
different user is selected to verify the fix, instead of the user who
fixed it.

I was setting up the email action and came accrosss the permission
settings in the user attrubute properties, . Do these settings overide
the user settings?, it also looks like I can only choose one, and if I
don't chose any does it revert to the users permissions?
