Set up the home page after selecting a module for a user

Hi,

normally after selecting a module, it is show the enter new issue page.
We like otherwise to show for example all issues ... 

Do you know how to make this ?

I am looking into the code and I have discovered there is a
BaseUserPreference
class that is used to read the home page ... but where the user can set
this preference ?
