Not quite linking but i did an integration so that the subversion 
repository's hooks/post-commit could post the diff to any scarab issues 
referenced to in the commit log.

But i do like the idea of using links instead.
The current implementation can clutter the comments section up quickly.
It be be under "Attachments/URLs" under "Related Links" something like:

http://viewcvs.myproject.com/view/trunk/.. | commit r6627


Of course this approach requires you to have a repository browser 
installed somewhere. The existing implementation doesn't.
