Scarab_Subverstion Interation

I'm working on a project to integrate Scarab and Subversion on windows server 2003 Enterprise edition. Is there anyone familiar with the process of integration? Here is the link that I tried to follow to set it up.

I do not have a repository folder where I can copy scarab-post-commit.py. I have downloaded CollabNetSubversion-server-1.5.0-23.win32.exe. Can anyone help me with this issue?
