Scarab Issue Tracker Registration Fails

I want to report a Scarab bug.  It fails when I try to register at
http://www.solitone.org/scarab/issues/template/Login.vm.

 

It fails with this error message:

 

Alert! An Exception occured. The detailed message:
"javax.mail.SendFailedException: Sending failed; nested exception is:
class javax.mail.MessagingException: Could not connect to SMTP host:
mail.saxess.de, port: 25; nested exception is:
java.net.ConnectException: Connection timed out"
