Access right to removing attachments

Dear All,

Is there a way that I can prohibit people from delete attachments of an issue ?

The access rights have "ISSUE | ATTACH"  "ISSUE | DELETE"   "ITEM | DELETE"

but there is no "attachment delete" in the application configuration options.

It ties to "ISSUE | EDIT "  right ?  Can we allow users to attach but don't let them remove the attachments ?
