Unfortunately, the address you used, [email protected], is only  
concerned with basic admin of the Tigris site itself. The individual  
projects, such as Scarab, run their own pages and mail lists. I would  
guess the best place for your question would be the [email protected] 
  mail list, and I have cc'ed them with this reply. You should  
subscribe to that list in order to see their answer.
