Creatin subversion folders

Hi all!
I have a question reggardin subversion and scarab.

Is is possible to create in subvesion folders related to the modules
and isues submited by users?
The idea is to create a svn folder structure, containig the isues in
order to have a versioning tool and  the issues tool.
