How to use attribute 'Vote' and where is the result displayed?

Hi,
I wish to know how to use the attribute 'vote'.
I did log in as different users and voted different options in one issue.
After that the issue attributes showed the last voted option only.
Besides, one user can vote as many times as wanted, is there limitation can
be made? 
History shows the track of changes, but no analysis.
Is there any function would display the vote result, such as total votes,
majority or average of votes?
For example, if 1 user votes 'high' and 1 user votes 'low', will the result
shown as 'medium' or whatever in some where?
