Maybe this helps for clearification:

To my knowledge there is currently no default processing behind the=20
Scarab voting system.
I believe it has never been fully developped. I guess, this is mainly=20
due to the fact that "voting"
can be almost anything and it is not clear (tome...), how to implement a=20
voting scenario in a
generic way.

So if you like to use it for your purpose, you would need to add your=20
intended functionality to
Scarab. Possibly you will want to add access templates (velocity) and=20
business logic (access
classes) or even integrate something readymade...

If you feel like you know how to create a great and generic voting=20
system for scarab, you
are very welcome to add such an enhancement to the tool! (In that case=20
it would be best
to start an enhancement request in the scarab self host and express your=20
wishes and ideas,
before you actually start working on something. As an integration of=20
anything still needs the
approval from the Scarab core developers ;-)
