Look for "group name=3D"Attachment"" and modify value for "maxLength" for node "rule" in "File", rebuild and restart. I cannot see what effect the property changes you mentioned should have for Scarab as the mentioned property is not used in any other file Sf scarab, except the property file... Good Luck.
