This is correct Nathan. (see ImportIssues.allowFileAttachments).

Via the web import it reads as it is enabled if the user has
DOMAIN__ADMIN permissions. (see XMLImportIssuesResults.java).

Yes. The paths to attachments must be relative to WEB-INF/attachments/
The import process does not upload attachmets afaik. They must first be
put into place and then the xml import run.

Unless in the xml ReconcilePath is true which "then assumes that the
fileName is an absolute path to a file and copies it to the right
directory structure under Scarab's path". (see ScarabIssues.java)
