If this is true it sounds like a bug.

Despite what this says i thought that 0.21 does actually support linking
issues together...

*And* if it fails to linked the issues together, for example if the
linked to issue doesn't exist and isn't part of the import, then a
comment will be added to the issue explaining the dependency.
