allowed urls - more than one

  can i specified some urls which are allowed for not registered
  users.
  Because a have restricted access for actions ( in Struts - /action/*)
  But i'm using an action which is used for log in.

  The situation is very complicated because the login process is in
  two steps
      1-st step : username and password
      2-nd step : group.
      the address for the second step is the actual address whic
      SecurityFilter is listening to authenticate the user.
      So this is why I need to allow the first step action address to
      can access it.
