security filter and CSS

Hello, 
I am new to the list but assume this is the correct
forum for my questions. Please advise if not.

I have implemented the security filter with Tomcat and
Struts. Everything seems to work correctly except I do
not seem to be able to make use of CSS stylesheets
until after a user has passed the security filter.
Once a user is authenticated the CSS is made
available. does anyone have any experience with this
issue?
