New ConfigDataProxy

Previously, if SandstormConfigIF changes dynamically, the config data sections wont see the changes unless they are recreated (technically requires destroy>unload>load>init the stage again). Now, with the new ConfigDataProxy, we have a 'viewport' on the SandstormConfigIF, so the config changes are seen immediately! Note that we can also use immutable ConfigData (see sandStormMgr.COPY_CONFIG_DATA). But, I am wondering if the handler want to be notified when a config property changes? If yes, we could create a ConfigChangeListener and add ConfigDataIF.addConfigChangeListener method.
