Sandstorm Shutdown

To shutdown Sandstorm, is-it enough to just stop, destroy and unload all stages in an arbitrary order? It seems to me that we should stop stages a specific order: stopping upstream stages before downstream stages. Thid is perfect if stages are organized in a DAG (Directed Acyclic Graph). But what to do when there are cycle in the stage network? Also, I think that all elements in a queue should be processed by its handler before a shutdown. But, stopping a stage don't empty the queue (at least we say that it should).
