To implement this feature, I suggest to add these methods to the 
SignalMgr API:

public interface SignalMgrIF {

   void register(SignalIF signalType, EventHandlerIF handler);

   void deregister(SignalIF signalType, EventHandlerIF handler);

   void fire(SignalIF signal);

}

Any objection?
