I have contacted the Maven guys (Vincent Massol); he should know.

By the way, I am writing a little project that will keep some QA statistics
over time and I would like to include Simian in them.  This will be an
open-source project.  Do I have to request a license from you or should I
just use it?  Thanks!

That is a very good question. Unfortunately I didn't write the plug  
so you might want to find out who currently does and see if they can  
update it to the latest version.
