SISC source jar mispackaging

The 1.7.9 release of SISC's source package was built with a bug in the build.xml that caused the CVS HEAD to be packaged rather than the branch. This means that it was actually some untagged version on the 1.8 branch. This has been corrected, and the jar online now is accurate. Scott --
