Summary: error reporting with circular structures broken

Initial Comment:
Some errors generated by the runtime use synopsis() on
the erroneous data/arguments to construct the error
message. Synopsis does not handle circular data
structures. Hence instead of getting an error message
one ends up in an infinite loop or with a fatal
StackOverflow. This is particularly annoying since when
this happens there is zero information (no message, no
stack trace, nothing) about the error, making it
extremely difficult to track down the problem.
