Summary: include docs in distribution

Initial Comment:
Currently, the web site docs only show the
documentation for the latest stable release. Since no
documentation is included in releases the only way for
users of alpha, beta and rc releases to find out how to
use all the new/changed features is by downloading the
source distribution and building the docs themselves
(which may not be at all straightforward, depending on
the system setup).

We should include the documentation as part of the
release and/or have multiple versions of the
documentation on the web site.
