SISC 1.8.3-beta Released

SISC 1.8.3-beta has been released and is available on the website.  This 
release adds support for SRFI-42, replaces loadable thunks with more 
general compiled code libraries, and corrects a few urgent bugs.  

 * Added support for SRFI-42
 * Replaced loadable thunks with compiled code libraries
 * Corrected a bug in the optimizer which would break code using
   ifs with #f alternatives.
 * Fixed a reader bug involving quote and annotations
 * Fixed a reader bug that would truncate vectors when their length 
   prefix was too small.
