Summary: Serialization deltas too coarse

Initial Comment:
Serialization in the 1.8 series would terminate when it
found a toplevel reference to a library backed binding.
 This is not fine grained enough, as lexical references
to variables in modules will unnecessarily serialize
all of their environment.

The solution is to change the way serialization works
to terminate whenever it encounters a binding which is
an entry point in a library.
