SISC 1.9.1-alpha is released and is available from the SISC website.  
This release fixes a raft of bugs that turned up in the 1.9.0 release.  
In addition, debugging symbols and stack traces are from now on enabled 
by default.  Line/column number information is also generated for 
exceptions during load and warnings from the parser when possible.


* Preserve immutability of constants transformed by quasiqutoe (994759)
* Fix serialization ambiguities with symbolic environments.
* Fix a rare continuation bug related to the semantic overloading  of 
  the VLK register. (1038532)
* Fix the use of the "-c" option in SISC (972606)
* Implemented fine grained library-delta serialization.  (1046307)
* Fix conflicts between native and generic I/O procedures.
* Fix bug in psyntax that broke shadowing of imports at the top level.

* Fix an error in sisc.sh that causes SISC not to load if rlwrap 
  isn't present.
* Change the default of debugging/stack trace information to on.
* Fix negation of rational numbers. (1037559)
* peek-char wasn't reimplemented in generic I/O.
