That's right, though the one for the repository just needs a handful of fields. What I wasn't sure about was making a full-fledged one with build information and all that and commiting it to CVS. The reception to Maven seemed warm so I went ahead and added a project.xml with all the fixin's. E.g. parameters for site generation: http://tels.berkeley.edu/~turadg/sisc/docs/ I also added a maven.xml with some Maven build code and a LICENSE.txt which the repository requires. Then I made this with "maven create-upload-bundle". http://tels.berkeley.edu/~turadg/sisc/sisc-1.9.1-alpha-bundle.jar The upload instructions ask that the submitter include a reference to their name on the project site.
