Hm, how about a very simple solution along the following lines:

=== bla.scm ===
(if (not (member 'bla *features*))
    (begin
      (define *features* (cons 'bla *features*))
      (display "BLA!\n")
      (define (bla x)
	(cons x x))
      ))
===============

tf@ouija:/tmp$ guile
guile> (define *features* '())
guile> (load "bla.scm")
BLA!
guile> (load "bla.scm")
