Summary: convert prims to FixableProcedures

Initial Comment:
A while ago we introduced FixableProcedure and
IndexedFixableProcedure as a base class for
implementing primitives that do not require access to
an Interpreter.

Calls to these procedures are more efficient than to
general prims.

We have since converted some of the existing prim
implementations to IndexedFixableProcedures, but many
still remain unconverted, which is affecting performance.
