Summary: undefined vars in srfi-19

Initial Comment:
The srfi-19 implementation contains a
read-leap-second-table function, which in turn calls
tm:read-tai-utc-data. The latter refers to |read-line|
and |eof|, neither of which are defined in SISC.

Fortunately read-leap-second-table isn't part of the
srfi-19 API, and it doesn't get called internally either. 

Hence this bug does not affect any code using srfi-19.
