changing the macro expander

At some point we are going to have to change SISC's macro expander,
upgrading either to the latest psyntax, switching to Andre van Tonder's
macro system, or moving to some other alternative.

How are we going go about this? What are the steps?

It's been a while since I looked into that area of sisc, but I seem to
recall that switching the macro expander is not at all straightforward
because of the fairly deep integration with the rest of sisc -
expression syntax and annotations spring to mind - and the difficulty of
debugging code that gets loaded in early phases of an image build.
