please standardize an extension management mechanism and repo

Hi developers,

I think it would be good if SISC had a standard
extension management mechanism, and a place for third
parties to publish their extensions (or at least link
to them).

I'm thinking of something like Chicken's chicken-setup
program, but as a start, it could be just a tool to
add and remove extensions (either system-wide or on a
per-user basis). It could be a simple sisc-setup shell
script or a Java program.
