Initial Comment:
SISC allows two possible values for the argument to the null-environment procedure.

The value 5, as per R5RS, produces an environment with just R5RS syntactic bindings.

The value 0 produces a completely environment, useful in conjuction with chained symbolic environments.

The latter is not currently documented, but we would like that it be made an official feature of SISC.
