embarrassing noob help request

This is completely embarrassing, but I installed Java SE 5.0 Update 7, then installed sisc-1.15.0-beta, set SISC_HOME to the installation directory as required in README, and ran sisc.bat, getting

C:\keep\sisc-1.15.0-beta>sisc.bat
Exception in thread "main" java.lang.NoClassDefFoundError: and

Here's proof that the env var was set correctly

C:\keep\sisc-1.15.0-beta>set sisc
SISC_HOME=C:\keep\sisc-1.15.0-beta

I also tried this with sisc-1.13.7 with exactly the same results.  I haven't got the slightest idea how to fix such a problem.  Would anyone be so kind as to take a moment out to give me a clue?
