My bad. The code I sent was a simplification of a real
case. The real case displayed a string via a macro.
The problem was that the macro was broken and the
expanded string was actually empty.

So yes, the string gets displayed, and if I compile
some mod2 which req-ext's the original module, the
string gets displayed again. Just as expected.
