No, that script is for taking an existing SISC heap, and wrapping it into a .jar file (you need to do something like this when using SISC inside Tomcat, for example). Thus the foo.shp that you generated is actually a .jar file containing the original SISC heap. The "heap" target in build.xml should be what you want (I think -- I haven't done this myself).
