NoClassDefFoundError on sisc/REPL under cygwin

I am trying to install/run sisc-1.16.5 under Windows XP through
cygwin.  I have set SISC_HOME (in both my bashrc and windows env
vars).  Running sisc.bat from the cygwin command line, gives
NoClassDefFoundError on sisc/REPL.  I have tried putting
$SISC_HOME/sisc.jar into the classpath (via my cygwin .bashrc), but
that doesn't help.  I have tried both the .zip and .tar.gz full sisc
downloads.  I am using java 1.5.

Are the other environment variables or settings I should be checking
for here?   Ideas as to what's going wrong?
